  • 2 tablespoons cooking oil
  • 2 cloves garlic (minced)
  • 1 teaspoon ginger (minced)
  • 1 stalk spring onions (chopped)
  • 1 1/2 tablespoons bean paste (Sichuan chilli, see note 3)
  • 1 teaspoon chili powder
  • 400 milliliters hot water (or chicken stock)
