  • 4 tablespoons all purpose flour
  • 2 tablespoons sugar
  • 1/4 cup green pepper (diced, you an use red)
  • 1 cup whole milk
  • 1/2 cup shredded cheddar cheese
  • 1/4 teaspoon salt (each, and pepper)
