  • 8 whole dried chiles (5 ancho and 3 guajillo or all ancho; about 3 ounces)
  • 3 tbsps safflower oil (needed)
  • 3 lbs chuck (trimmed beef, cut into small pieces 12 inch or smaller)
  • coarse salt
  • freshly ground pepper
  • 2 onions (coarsely chopped 4 cups)
  • 7 12 garlic cloves (minced 5 tablespoons)
  • 2 jalapeno (serrano chiles seeded if desired minced)
  • 2 12 tsps ground cumin
  • 1 12 tsps dried oregano
  • 28 ozs plum tomatoes (peeled, pureed with their juice 3 12 cups)
  • 4 cups water (needed and for soaking)
  • 2 12 tsps white vinegar (taste)
